INVTVTXN: Poor Performance Of View Material Transactions After Upgrade To 12.1.x (Doc ID 1287876.1)

Symptoms

Problem
Performing a plain Material Transactions query (INV: Transactions > Material transactions > Query 30 days of transactions of one item) takes several minutes in R12.1.x but only one second in 11.5.10.
This problem came up after upgrade to R12.1.x from 11.5.10.

EXPECTED BEHAVIOR
Expect query to return results sooner

STEPS
The issue can be reproduced at will with the following steps:
1. INV: Transactions > Material transactions > Query 30 days of transactions of one item
