Inbound Response Workflow Emails Not Being Processed by the Mailer and Still Shows in Process Resulting in ORA-29532 (Doc ID 1288090.1)

Symptoms

Email notifications are being processed by the mailer but the approval workflow status is still showing in Process. The notification is being moved to the PROCESS  folder but the notification is not being actioned or moved to the next Step.

Logging in as the userid SYSADMIN >Notifications will see an error generated in the worklist:

External Event ERROR : oracle.apps.wf.notification.receive.message / XXXXX

Steps to Reproduce
1. Approve a notification email.

2. The email get moved to the process folder but the workflow will still show in process status.  It is not moved to the next step in the approval process.
