Symptoms

Service Contracts Main Billing uses a counter reading = 0 and calculates price to 0 even though a reading exists for the billing period. 

The profile option OKS: Counter Validate is set to Yes, but the valid flag is not checked on counter history in IB.

Steps To Reproduce:

(R) Service Contract Manager
Check profile OKS: Counter Validate and make sure this is set to Yes
1. Create Usage Contract
2. Add counter readings but do not check the valid flag
3. Run service Contracts Main Billing => nothing gets billed
