GLPPOS Posting Fails with "Error 21 Unable to Determine Conversion Rate to Replicate Journal" if Primary and Secondary Ledgers Have the Same Currency

Symptoms
A Journal is entered in the Primary Ledger.
A Secondary Ledger is associated to the Primary Ledger and so the journal has to be replicated in the Secondary Ledger.
Both Ledgers have the same base currency, so a rate conversion does not seem to be required.
However different rate types have been assigned to both Ledgers.
Followed solutions in:
Posting Journal Error: Unable to Determine Missing Conversion Rate to Replicate Journal (Doc ID 744677.1)
and
GLPPOS When Post Manual Foreign Journal Get ERROR21 Unable To Determine Conversion Rate To Replicate Journal (Doc ID 1075714.1)
but neither helped.
The posting program fails with the following error:

The Posting Validation Report shows the error:
"Missing conversion rate to replicate journal"
Steps to reproduce
----------------------
1. Log on as General Ledger responsibility
2. Navigate Journals > Enter
3. Click the POST button
4. Navigate View > Requests (Review the posting request and check the error)
