Consolidation Validation Error ORA-20001: Oracle error -20001 (Doc ID 1289943.1)

Symptoms

When attempting to run cross instance consolidation 
  the following error occurs. 
   
  ERROR 
  ----------------------- 
   
  Error 
   
  Corss instance data tansfer failed due to other reasons. 
  ORA-20001: Oracle error -20001 
  Oracle error-2074 ORA-02074 cannot SET NLS in a distributed transaction in 
  fnd_global.set_nls.set_parameter('NLS_LANGUAGE',,AMEIRCAN') 
   
  STEPS 
  ----------------------- 
  The issue can be reproduced at will with the following steps: 
  1. Created a Consolidation mapping with correct parent set of books 
  2. run transfer 
  3. error message comes up
