Oracle Projects - Can Not Publish Status Reports (Doc ID 1290319.1)

Symptoms

1. Search for a project
2. Click on to Reporting tab
3. Go to Status Reports
4.  Submit a Status Report

The following error message is thrown:

Error Page
Exception Details.
oracle.apps.fnd.framework.OAException: java.lang.StringIndexOutOfBoundsException: String index out of range: -102

After that, Maintain button shows published Status Report, but the following error is thrown when accessing the report:

apps.pa.util.server.PageContentUtils.updateClob: resultSet is empty
