R12:AP/XLA: No Values in Rule Name LOV When Using Natural Account Segment for ADR (Doc ID 1290784.1)

How to use the Account Derivation Rule (ADR) that is set to the Value Set (VS) level?
There are some seeded ADRs that are preset to Value Set.

When trying to add an ADR to a Journal Line Definition (JLD) using Natural Account Segment as the Segment, the Rule Name LOV does not contain any values.
Seeded values used for this setup but those do not show up in the LOV either.

### Steps to Reproduce ###

> Setup
> Subledger Accounting Setup
> Accounting Methods Builder
> Methods and Definitions
> Journal Line Definitions
> Create Journal Line Definition
> Assign Account Derivation Rule using Natural Account Segment as the Segment
> Rule Name field LOV contains no entries

Sample duplication steps:

1. Login to Purchasing responsibility
2. Navigate to Set up > Financials > Subledger Accounting setups > Accounting Methods Builder > Journal Entry setups > Account Derivation Rules  (ADR)
3. Create an user defined rule for which the output type is "Value set" and choose some constant value.
4. Create an user defined Journal Line Definition (JLD) copied from seeded rule with related JLD and try to attach this user defined ADR for the Journal Line Type

But the LOV does not show the ADR defined with the output type as Value set.

If the ADR is defined with the output type as segment, it is available in the LOV in JLD form.
