Sales Order Shipment transaction did not go to Install Base and failed with error:

The quantity (X) on the source(ID: XXXXXXX of OE_ORDER_LINES_ALL) and the quantity(X) on the transaction line detail does not match. 


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate Oracle Installed base Admin responsibility
2. Navigate to Installed base error processing
3. Find errors for serial number ABC
4. Find the following error:
The  quantity (x) on the source(ID: 123 of OE_ORDER_LINES_ALL) and the quantity(xx) on the transaction line detail does not match.

EXPECTED BEHAVIOR

Expect shipment transaction to update properly the Install Base instance
