Goal

 For a specific operating unit, after entering a foreign-currency invoice (XXX) with rate type User, an exchange rate and an exchange date of <DD-MON-YY>.  After clicking Calculate Tax, get the following error:

Error message
Payables could not calculate tax due to: For this currency <XXX>, there is either no exchange rate for currency <YYY> defined or it is not applicable for <dd-mon-yy>.

Steps to reproduce

Create an invoice in the Invoice Workbench form in a foreign currency.  Enter a Rate type of User and some exchange rate
Create an Item line that will generate tax.
Click on the "Calculate Tax" button

The listed error is displayed
