New Salary Record Being Created with Assignment Change (Doc ID 1292617.1)

When updating any field on the assignment form for an employee record that was upgraded (from to 12.1.3), a GSP LE is triggered and a new salary record is created.

-- Expected Behavior
If there is no step, grade rate change, no new salary record should be created.

NOTE: This issue only occurs with existing employee records.

-- Steps
The issue can be reproduced at will with the following steps.
1. CA HRMS Manager / People / Enter and Maintain / Find an existing employee record (existed prior to upgrade)
2. Click Assignment / Date track to future date / Click Miscellaneous tab / Remove Reason / Save / Update
3. Click Salary button / see zero rate record created with effective date tracked date
