WMS Deliveries Are Not Getting Interfaced with 'Negative Balances not Allowed' Error (Doc ID 1292669.1)

Symptoms

Deliveries are not getting interfaced to inventory and all the interface trip stop programs are completed with the warning "Negative Balances are not allowed"
Many deliveries are not getting interfaced to inventory and all the interface trip stop programs are getting completed with warning.

The Inventory Transactions in MTL_TRANSACTIONS_INTERFACE (MTI) show:
Error Code = Transaction processor error
Error Explanation = Negative balances not allowed

The ITS log shows
