Performance Issue With Displaying Candidate Details Page in 12.1.3 (Doc ID 1293164.1)

Symptoms

On 12.1.3, when attempting to view candidate details after viewing applicants for a vacancy, the performance is extremely slow.

-- Expected Behaviour
Expect to only have to wait a few seconds.

-- Steps
The issue can be reproduced at will with the following steps.
1. iRecruitment Recruiter > iRecruitment Home.
2. Vacancies tab.
3. Enter vacancy name and click Go.
4. Click View Applicants button.
5. Click on an Applicant to obtain the candidate details page.
