Mapped to Counter LOV Not Showing All Counters Available (Doc ID 1293224.1)

Symptoms

On : 12.1.1 version,

When attempting to use Formula References in the Counter Setup form the List of Values for the Mapped to Counter column is not showing all counters that that qualify from counters listed on the Counter Setup form.

EXPECTED BEHAVIOR

Expect to see all the available counters

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a contract with a usage item and add a product.
2. Counter gets created under the group "Prepaid Performance"
3. Navigate to the counter tab and right click to go to "Counter Setup" screen.
4. Add multiple new counters.
5. Add a formula counter and enter formula such as :A*:B and then select the "Formula Ref' button
6. Select Mapping to Counter LOV for 'A' and it shows only original counter, none of the new counters created in the setup screen show up.

Due to this issue, unable to create a formula counter.
