Alerts Fail With Error "APP-ALR-04020: Oracle Alert was unable to execute &VALUE" (Doc ID 1293533.1)

Symptoms

After upgrade from 11.5.10 to 12.1.3 and doing the setup of a new Organization, Alerts with action type of "SQL Statement Script" fail and do not run as before.


The issue can be reproduced at will with the following steps:
1. Upgrade from 11.5.10 to 12.1.3 and setup a new organization
2. Run Alert with action type of "SQL Statement Script"
3.ALECDC module: Check Periodic Alert runs in error with the error : APP-ALR-04020: Oracle Alert was unable to execute "&VALUE". Check that this file exists and that its read protection is set correctly.
