Ora-01000: Maximum Open Cursors Exceeded When Calling Fun_rule_pub.apply_rule_bulk cursor

On : 12.1.1 version

When attempting to load approx 60,000 orders into OM using the API OE_ORDER_PUB.PROCESS_ORDER,
the following error occurs.

Customer was able to locate the cursor that was being opened and not closed.
The following is the cursor text:
select * from AR_RDR_PARAMETERS_GT where 1=1 AND ROWNUM = 1

This SQL is being generated in one of two spots:
They both have a call to a procure fun_rule_pub.apply_rule_bulk which is building this SQL using Dynamic SQL.
This procedure opens the cursor l_theCursor := dbms_sql.open_cursor but it never closes it.

ORA-01000 error. (Our Max Cursor limit is set to 1200.)

The issue can be reproduced at will with the following steps:
1. Attempting to load approx 60,000 orders into OM using the API OE_ORDER_PUB.PROCESS_ORDER

The issue has the following business impact:
Due to this issue, users cannot load all Orders for their conversion.
