ITM Adapter Is Not Processing Requests Causing Lines to Not Progress to Awaiting Shipping (Doc ID 1294153.1)

Symptoms

Find that order lines are stuck in status 'AWAITING_EXPORT_SCREENING'. International Trade Management(ITM) adapter is not processing lines.
Process flag is -4

The debug log file shows the following error message.

msg_buffer ==> Error in Routine wsh.plsql.WSH_ITM_POST_PROCESS_HANDLER.CALL_CUSTOM_API, Oracle Error - 1
User-Defined Exception
Exiting WSH_UTIL_CORE.ADD_MESSAGE (02/04/2011 10:00:51 AM, 0 seconds)
Exiting WSH_UTIL_CORE.DEFAULT_HANDLER (02/04/2011 10:00:51 AM, 0 seconds)
Error in Custom Procedure User-Defined Exception



The expectation is the process flag would be 1 - successful and the lines would progress to status AWAITING SHIPPING.



The issue can be reproduced at will with the following steps:

1. Create a new sales order.
2. Send the order to ITM adapter partner.
3. Find that some of the lines were not processed and remain at a status of 'AWAITING_EXPORT_SCREENING.'
