Add new record via Add Customer Form : System Does Not Validate appropriate country (Doc ID 1294546.1)

Symptoms

Creating customer account for Country = Canada
When the Canadian Address city is same as US City, the system seems to ignore the Canadian Province and saves the customer address with US State code.
For instance, when Vancouver, BC, Canada is entered, it is changing to Vancouver, WA when the record is saved.

Steps to Reproduce:

Order Management
Orders, Returns
Order Organizer
New Order
Query up Customer
Actions
Add Customer
Country: Canada
Enter Address
Address 1: 123 Test
City: Vancouver
Province: British Columbia
Postal Code: 1Z2 E7K

Create

You will notice the Ship To Location has
State: WA
and
County: CLARK

Receivables Manager
Queried on existing customer
Created new address
Country: Canada
Enter Address
Address 1: 123 Test Dr
City: Vancouver
Province: British Columbia
Postal Code: 1Z2 E7K

Save

Saves correctly.

The US state and county populate after creating a new address on the orders.
This does not occur in AR when creating a new address in AR form, so assuming there is something that is not refreshing correctly in OM form.
