OXTA-4301 OXTA SSL Handshake Error On Self Test (Doc ID 1295000.1)

On OSN 5.1, users get an error when Send Test Messages to their Production instance from Self Testing tab in the OSN.  When try the same against Test instance there are no errors and the message is sent.  Due to this issue, users cannot send PO documents outbound and inbound to suppliers.

Click on Additional Error Details, then Download Exception Detail:

oracle.apps.ecx.oxta.ConnectionFailureException: Connection failure resulting from: SSL handshake failed: X509CertChainInvalidErr

Steps To Reproduce:
1. Log in to the OSN.
2. Navigate to Messaging tab and then Communication Parameters subtab
3. Update Communication Parameters for the Oracle XML Transport Agent so that customer OSN URL is for correct instance.
4. Move to the Self-Testing tab, click Send Outbound Test sub tab, and Send Test.
5. View Outbound Test and see results of sent Document Number, which shows the reported error.
