Symptoms
After application of RUP7 Workflow will no longer route notifications via vacation rules to adhoc roles.
Steps to reproduce:
Case 1

1) Set Vacation Rule Routing to a Single User
2) Create Invoice and Validate it
3) Notification is sent- invoice approval is delegated to the person set in the vacation rule
Case 2 - However the notification fail when it is defined for Ad- Hoc Roles
===============================================
1) Set Vacation Rule Routing to an Ad-hoc role
2) Create Invoice and Validate it
3) Notification is NOT sent- invoice approval is NOT delegated to the members of the role set in the vacation rule.
Instead it remains in the original recipient's worklist with following message 'Notification not routed because recipient role is inactive.'
Changes
Application of the RUP7 patches (11I.ATG_PF.H.RUP7 - Patch 6241631/11i.ATG_PF.H.delta.7) caused this loss of functionality (regression)
