Symptoms


On 12.1.1 in Development and Test environment:
When attempting to run command '$FND_TOP/bin/txkrun.pl -script=CfgOC4JApp',
the following error occurs:

The command could complete successfully without the error message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Fresh installation of R12.1.1 instance . 

2. Run command '$FND_TOP/bin/txkrun.pl -script=CfgOC4JApp'
2. Got the error message.
