New User with New User Role can not Log In Gaining the Error: "A connection to the server could not be established" (Doc ID 1295998.1)

Symptoms

On OTM version 6.1.3 when a new User with a new User Role is created the User is not able to log onto OTM and the following error occurs.

A connection to the server could not be established:


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1 - Log onto a 6.1 OTM system.

2 - Navigate to: Configuration and Administration > User Management > User Role and created the following:

ID: Enter as needed
Level: ADMIN
Data Source Profile ID: DEFAULT
VPD Profile ID: DEFAULT

3 - Navigate to: Configuration and Administration > User Manager > New and created the following:

ID: Enter as needed
Password: CHANGEME
Nkckname: 123
User Role ID: As created in step 2.

4 - Log off OTM.

5 - Log onto OTM as the new user

6 - The following error is displayed and the user is not able to log onto OTM:

"A connection to the server could not be established: null (user=<user id>)"
