R12 Distribute Costs Processes Fail With AA_FAIL Exception. SQL statement is not returning records (Doc ID 1296081.1)

Symptoms

Running the PASDUC PRC: Distribute Usage and Miscellaneous Costs or PALDLC PRC: Distribute Labor Costs program, the following error occurs.

PA_AA_NULL_SELECTED|RULE|


Or, when the user runs an AA Rule SQL statement query, it returns records when run in TOAD or SQL PLUS.  However, it does not return records when executed within one of the above processes.
