On : version,

Find that an order for a customer is not going on Credit Hold, even though the credit limit is set to $0 for the customer.

Expect that the order should go on hold unless there has been receipt for the entire cost of the order.

The issue can be reproduced at will with the following steps:
1. Set customer credit limit to 0 PKR
2. Create a sales order for the customer in PKR.
3. book the order.
-- order books and does not go on hold. --
