Warranty Created By Install Base Instance Transfer Is In Wrong Operating Unit (Doc ID 1296199.1)

Symptoms

An Install Base instance is transferred from one external customer owner to a new customer owner. When this happens a new Warranty is created and the old one is terminated.  The new warranty is created in a different operating unit from the original one.  This can be seen from the numbering sequence used for the contract and from okc_k_headers_b.authoring_org_id

Steps to reproduce:
1. Transfer an existing IB instance from one customer to another unrelated customer.
(Note: the contract coverage transfer rule must be set to Transfer)
2. Check the new contract created
- find that the numbering sequence used is not for the correct operating unit
- find that the authoring_org_id of the contract is not correct.
