Competencies Tied To Job Are Not Getting Deleted / Updated (in Appraisals)

Problem Statement:

When an employee is promoted during an appraisal cycle, both the OLD and NEW job competencies are attached to the competencies section of the appraisal.

Even if these are deleted, they are brought back when the appraisal is accessed again.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1. Go to Manager self-service
  2. Create a standard appraisal for an employee
  3. Share with appraisee
  4. Change employee's job
  5. Login as employee
  6. Go to Employee Self-Service - appraisals
  7. Click the Update ison for the appraisal
  8. Both old and new competencies are listed
