Incorrect Request Date Qty In Atp Availability Window

Symptoms

In an R12.1.2 Test Instance (Centralized APS environment, with ATP based on collected data):

The request date qty in the ATP availability window does not work correctly. Although they have scheduled orders, they still do not get considered in the Request Date qty calculation.

--- Steps to Reproduce ---
1) Item A has On Hand 100
2) Book an order for Item A Qty 10 for a request date two days form today. There is availability and the order is scheduled.
3) Book another order line for the same item Qty 20, request date of two days from today. There is availability but the Request Date Qty does not take into account the qty that got scheduled on the previous line.

ATP is based on Collected data.
Even after running collections, this problem stays the same
