Progression Approval Only Displays Annual Salary Even If Rate Is Hourly (Doc ID 1297265.1)

Symptoms

Find when viewing the Person Information Details on the Approvals: Grade / Step Progression page, only Annual Salary is displayed.

-- Expected Behavior
Expect if the rates in the grade ladder and salary page are setup as Hourly, the Approval UI would display the rates in Hourly.

-- Steps
The issue can be reproduced at will with the following steps.
1. Global HRMS Manager / Work Structures / Grade / Progression Approval
2. Click Show link
