Punchout Gets Error Code: 202 Supplier Site Does Not Respond (Doc ID 1297299.1)

Symptoms

When attempting to punchout to a supplier site, the following error occurs.
This is a new punchout supplier setup, and it is direct to supplier via XML (not cxml)

STEPS

The issue can be reproduced at will with the following steps:
1. Create direct punchout definition for a supplier using XML (Oracle native)
2. Login to iProcurement
3. Click the link to the punchout
4. Get the error Error Code: 202 Supplier Site Does Not Respond
