Java process consume 100% CPU on Oracle Applications R12.1.x and 11i (Doc ID 1297436.1)

On Oracle Applications R12.1.x or 11i, you will notice that Java process is consuming 100% of the CPU on all the middle/web tiers and causing slow performance for all users.

Adding to the above symptom and if you reviewed the (OACore) JVM log file you will find that JVM is doing massive GC (garbage collection) very quickly almost in few milliseconds as following pattern:

Then at the same time the issue is occurring and when looking at Apache access log file, you will see a URL for the login to your instance similar to the following:
