API USER_PKG_LOT.USE_EXPIRED_LOTS Is Not Working As Expected (Doc ID 1297637.1)

Symptoms

In version 12.1.3, Oracle allows Expired Lot in the Move Order Allocation process. A warning appears when attempting to Transact Move Order (An expired lot is allocated, do you want to continue).
When you modify the function USER_PKG_LOT.USE_EXPIRED_LOTS to return true, the lots expired could be selected.
You see the same result regardless of whether function return false or true.
