In the 'System Security Options' page under Payment Instrument Masking, the option 'Number of Digits to Display' for 'External Bank Account Masking Setting' is not available.

The issue can be reproduced at will with the following steps:
1. Payments Administrator
2. System Security Options
3. Payment Instrument Masking
4. LOV for External Bank Account Masking Setting
