Unable To Find Knowledge Management Solutions In Email Center

When performing a Knowledge Base Search in Email Center, the following message occurs even though the search criteria exactly matches information found in the KB Solution:
"No items found matching the given criteria."
The issue can be reproduced at will with the following steps:
1. Email Center Agent Console responsibility
2. Knowledge Base > Search
3. Select Knowledge Management from Repository LOV
4. Enter search criteria
5. Click Go
