Find the Email Center Auto Redirect rule is not redirecting emails as expected.

Expect Auto redirect rule to redirect emails as according to the rule value.

The issue can be reproduced at will with the following steps:
1. Create New Auto Redirect Rule
2. Apply Rule to existing email account config in Oracle Email Center
3. send an email with the rule value to the email account
