Unable To Deliver Transaction as No LOV For Lot Number FRM-41830 List of Values contains no entries Missing RLS / Generate Button is Greyed Out (Doc ID 1299536.1)

Symptoms

Find it is unable to Deliver specific Internal Requisition or Inter Org Transfer as there is no List Of Value available for Lot Number.

When selecting Lot Number on Lot entry form the following error message appears

Expected Behavior
Expect LOV to show valid lot number

Steps
The issue can be reproduced at will with the following steps:
. Navigate to Receipts or Receiving Transactions form
. Search for Internal Requisition
. Record with Inventory destination is available to be delivered
. After clicking on Lot - Serial Button
Lot Entry form
for Lot number field does not show any value
Also Generate Lot does not work
(or button is grayed out or when clicking the generate lot, getting "Record must be entered or cleared" message)
. If saving the transaction without entering lot there is a normal error message
APP-PO-14806: Lot number quantities do not match the transaction quantity )
