On : 12.1.3 version, Modifiers Setup only

Find that a modifier using a newly created qualifier attribute isn't applying on sales orders when it should qualify.

EXPECTED BEHAVIOR

Expect the modifier to apply.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Qualifier using ATTRIBUTE8 SO Header
2. Create Modifier using that qualifier
3. Create SO with ATTRIBUTE8 same with qualifier
4. Modifier don't applied

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the new modifier.
