Error: '0509-150 Dependent module libclntsh.so could not be loaded' When Running Security List Maintenance(SLM)

Symptoms
When attempting to run concurrent request "Security List Maintenance", the following error occurs.

exec(): 0509-036 Cannot load program PYUGEN because of the following errors:
0509-150 Dependent module libclntsh.so could not be loaded.
0509-022 Cannot load module libclntsh.so.
0509-026 System error: A file or directory in the path name does not exist.
/oracle/trn/appltrn/apps/apps_st/appl/pay/12.0.0/bin/PYUGEN
Program exited with status -1

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. After cloning instance from UAT to DEV and than Submit concurrent request "Security List Maintenance" -> than auto create "Maintain Person Security List information(Internal)".
2. Click view log button show error message.
