Party Tax Profile is Not Showing Any Data at Customer Level or at Site Level for Existing Customers and Receive Error When Updating Tax Profile - Error: Stale Data (Doc ID 1300468.1)

Symptoms

Party Tax Profile is not showing any data at Customer level or at site level for existing customers
Attempting to update Party Tax Profile via Customer UI and receive the following error:

Error:
Error: Stale Data

The requested page contains stale data. This error could have been caused through the use of the browser's navigation buttons (the browser Back button, for example).
Cause:
The view object MaintainPartyTaxProfilesAM.MaintainPartyTaxProfilesVO contained no record. The displayed records may have been deleted, or the current record for the view object may not have been properly initialized.

Responsibility:  Receivables Manager
Navigation:  Customers > Customers > Query Customer
Go to the Tax Profile at header or site level
Try to change or remove the Tax Classification Code and Save
