Mailer cannot Connect to IMAP Server on Oracle Applications R12.1.1 (Doc ID 1300542.1)

Symptoms

On Oracle Applications 12.1.1 version, Workflow Mailer,
when attempting to save mailer configuration changes,
the following error occurs:

Unable to connect to the mail account.check the host,user name and password

 
The issue can be reproduced at will with the following steps:
1. Workflow Administrator web application
2. Workflow Manager
3. Notification Mailer icon
4. Select the mailer
5. Click on Edit

The issue has the following business impact:
Due to this issue, users cannot send email notifications.
