R12: AP: Incorrect Non-recoverable Tax Account in Invoice Distribution

Symptoms
Some or all of the following may occur:
Invoice non-recoverable automatic calculated tax account is not equal to charge account (This may happen after having applied patch 10415225)
Invoice distribution of nonrecoverable Tax line type receive the tax account instead of item line type account. The account of the nonrecoverable line should be the same as the item and not the tax account.
All self assessed tax lines are going to the same account instead of the one associated with the line
Changes
Having applied 10415225 triggers this problem, however it is not a necessary condition.
