Goal
 Is there a direct route using an API for loading qualifiers for the modifier header after the modifier header record is created manually through the form?
Solution
 1) One may use API process_modifiers to add the qualifiers.
 2) Set profile option QP: Denormalize Qualifiers = No, for Improved Performance.
 3) Run QP: Maintains Denormalized Data in QP Qualifiers
 4) If Pattern Search is enabled, run  QP: Pattern Upgrade with no criteria.
