Claim Settlement Fetcher concurrent program error.

Error

(1) ARP_PROCESS_APPLICATION.RECEIPT_APPLICATION ORA-20001: This action has been blocked to avoid inaccurate accounting entries. Please contact Oracle Support Services
(2) An error occurred when applying application on receipt through AR Receipt API. 

Steps to Reproduce

Manually

• Responsibility: Receivables Manager
• Navigation: Invoice
• Create Invoice(1441) for $1000
• Create Receipt(TM 1441) for $100
• Apply the invoice for this receipt
• AR application Workbench
• Clicked on Chargeback and applied the entered amount.
• This creates a chargeback(100202) for $900
• Create one more receipt(TM 1441_1) for $0
• Apply the chargeback to create a deduction(DED<NUMBER>) for $900
• Create CreditMemo(1461) for $1000
• Settle the claim by Previous open Credit Memo using the above credit memo
• On submission receive error
