Ship Confirm not Relieving Inventory on Split Delivery Details

In testing the 12.1.3 upgrade from 12.1 came across an issue when doing partial shipments across multiple LPN's. You ship confirm the delivery successfully and the delivery is closed. All the split delivery detail lines are shipped and show interfaced to OM and order line is closed and shows the correct qty shipped. However, only one LPN is relieved from inventory. All other LPNs are still stuck in the inventory and the mtl_reservations are hung against the closed sales order line.
The example order has the following:
Ordered qty is 75,000 Lbs. Shipped qty is 16,000 on 4 LPN's.
The delivery is ship confirmed successfully. All the delivery lines are interfaced to OM and the order line is closed with Qty shipped = 16000 LB and remaining qty correctly splits into second line.
Only one LPN (2000 LB) is relieved from the inventory. All other LPNs are stuck in ST sub-inventory. Also the closed sales order line still shows reservation of 14000 LB (This is equal to weight of other 4 stuck LPNs).
The reason that the order line still shows a reserved qty of 14,000 LB is that the corresponding delivery details for order line are showing X in the INI column in WSH_DELIVERY_DETAILS. (X = Not Applicable. INI = Inventory Interface) The first detail is fine and has interfaced to OM and INV for qty 2,000 LB. Somehow the split delivery details became Not Applicable to Interface to Inventory. This is why the reservation remains.
Responsibility: OM Super User
1. Book a sales order with one line Qty = 75000 LB
2. Pick release a sales order so that more than one LPNs (Total Qty = 16000 LB) are picked for one line.
2. Pick confirm all the LPNs using WMS mobile client
3. Ship confirm the delivery via Shipping Transactions form
