After Patch 10635742 Products In Pending Approval Status Cannot Be Activated

Symptoms

After patch 10635742:R12.OKL.B is applied, it is possible to approve new products created. But it is not possible to activate the products that were created before. Those are still in status pending for approval.

Patch 10635742:R12.OKL.B is applied to get the latest version of oklttpdt.ldt 120.5.12010000.3, because output of script showed that the translated name of OKL LP Product Approval Process was OKL Product Approval Process. See <Note 1298722.1> for more info.

EXPECTED BEHAVIOR

Expect to be able to activate all Products.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.
Lease Super User, NAV Lease.
Setup/Products/Products
Query the products that were Submitted for approval before patch 10635742:R12.OKL.B was applied.
All of them have status 'Pending Approval'.
2.
Log in as sysadmin.
Resp. Workflow administrator Web Applications
NAV Administrator Workflow
Status Monitor
Select Workflow.
Search for the Workflow Type 'OKL - LLAP : Product Approval Process'.
        Workflow Id (WORK FLOW INTERNAL NAME) :  OKLLPPAP

Workflow type: OKL - LLAP : Product Approval Process -> all of them have status Active.
Cancel several of them.
4.
Log in again with user Lease.
Requery product.
Status remains Pending Approval. It is not possible to select Submit for approval again. This option remains grayed out.
