Cannot Add An End-Dated Resource To A Payment Batch

A salesrep who has been end-dated is not able to be added to the Payment Batch in order to be paid as they do not show up in the LOV.
The issue can be reproduced at will with the following steps:
1. (R) Compensation Manager
2. (T) Tasks
3. Create Payment Batch
