Symptoms

HTML output from XML Publisher Bursting appears as an attachment in Outlook client,
rather than in the body (text) of the Email. Using Other email clients the HTML output appears in-line, in the text area of the email.

The xapi:message section looks like this:
<xapi:message id="<server id>" to="test@xxx.com" cc="" attachment="false" content-type="text/html" subject="Test INLINE Burst for Outlook">
