When attempting to submit a Service Contract for approval an error is received.
Contract xxxxx cannot be submitted for approval at this time. Please wait and re-submit the contract after running the Workflow Background process concurrent request.
Steps to reproduce:
1. Go to Service Contracts responsibility.
2. Go to Launchpad
3. Query a contract or create a new.
4. From the Action menu on the toolbar select Submit for Approval.
