GLXRTDLY.fmb - Daily Rate

While trying to personalize the form GLXRTDLY (regarding Enter Rates by Date Range ) for the user to get a message displayed whenever they enter exchange rate for a date range so that they confirm everything before executing and generating exchange rates, the event WHEN-VALIDATE-RECORD does not get triggered.

The personalization is done to try to avoid overwriting existing dates in case wrong date range is entered. Also , the same problem appears while trying to use custom.pll.
The customer would like to have WHEN-VALIDATE-RECORD getting triggered when he is pressing Arrow Down .

The issue can be reproduced at will with the following steps:
1. Connect into application and use the GL responsibility.
2. Navigate to Currencies > Daily.
3. Then click on tab Enter Rates by Date Range.
4. When trying to change date range and when down arrow pressed,WHEN-VALIDATE-RECORD should process and pop up message it is not happening.
