'Unexpected Error' When Opening Contract Clause Approval Notification After ATG Patch 8919489 (Doc ID 1306603.1)

Symptoms

When attempting to open a contract clause approval workflow notification the following error occurs. This happens after applying <Patch 8919489>: R12.ATG_PF.B.delta.3.

Error:
"You have encountered an unexpected error. Please contact the System Administrator for assistance.
Click here for exception details."

The detailed error shows:
oracle.apps.fnd.framework.OAException: oracle.jbo.SQLStmtException: JBO-27122: SQL error during statement preparation. Statement: select
art.article_title,
art.article_number,
artv.article_version_number,
artv.article_description,
tm.meaning type_meaning,
im.meaning intent_meaning,
gm.meaning global_meaning,
.....

Steps to reproduce:
1. Create a contract terms clause.
2. Submit the clause for approval.
3. Log in as the approver and go to Open Notifications.
4. Attempt to open the notification
- get the error.
