RACUST - Customer Interface

Symptoms

In R12.0.6, run Customer Interface (RACUST) and it goes into a loop and never ends.

Patch 10161294 (1OFF:9751909:R12.AR.A:12.0.6:CUSTOMER INTERFACE NEVER END WITH LOOPED ERROR) was applied to fix another infinite loop in RACUST for racipf.lpc.
The issue now is due to racupf.lpc.

The fix for Bug 9751909 had been made on racipf.lpc, but it looks like the bug exist on three other components.

The error being faced today by Europcar is due to the racupf.lpc.

The source file for racupf.lpc is uploaded. The bug is in the following section:
for( i=0; i<h_msg_count; i++)
{
EXEC SQL EXECUTE
BEGIN
:h_msg_data1 := FND_MSG_PUB.Get(p_encoded => FND_API.G_FALSE );
END;
END-EXEC;
DISCARD fdpwrt( AFWRT_LOG | AFWRT_NEWLINE, h_msg_data1);
}

Steps to reproduce:
-Insert data into RA_CUSTOMERS_INTERFACE_ALL
-Run the standard Customer Interface
