Errors While Creating Service Requests In Email Center

When attempting to create a Service Request via the email center, an error is received when the Service Request is applied.
oracle.apps.iem.solo.exception.MailActionException: The message was successfully sent to the customer, however one of the post send operations failed.
Please notify the System Administrator. When all Oracle eMail Server processes are running, please re-select the original message to finish this interaction.
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Responsibility Email Center Agent Console
2. From the Home Page get the next message from the Message Queue
3. Search for a customer and Associate the customer with the message.
4. send email
Application upgraded from 12.0.4 to 12.1.3
